No, this is a non-exclusive copyright transfer, the FSF does not have the 
right to redistribute under anything else than the GPL (whatever version they 
like to, but it has to be the same spirit).  We, the authors, do, though we 
are limited to non-exclusive copyright transfers, as we can't take the 
agreement with the FSF back.  This all is very well thought through by the 
FSF.

Yes, but then, you have to write everything above the primitives yourself, 
which doesn't sound practical.
