If this is a proposed change from the original Manifesto, I would find
it helpful to formulate it as a mission statement, something that could
be put prominently on, like:

  GNU is a free X targeting Y.

where X could be:

  - operating system
  - software package collection
  - application suite
  - ...

and Y could be:

  - workstations
  - mobile phones
  - desktop, laptop, and handheld computers
  - Internet users
  - ...

Then “free” could be further explained:

  - 4 freedoms
  - 4 freedoms + user autonomy
  - ...
