I'm still seeing the random areas with the source from the .tar.gz
file of 2007-08-03T23:23. I get all three kinds of areas: forbidden,
clearing, and guard. I have to keep checking the entire map to make
sure to remove any random areas

Are you sure you've fixed it? Is the fix in the latest main branch?
Maybe there is another cause?

The above description does seem similar to what I am observing.
