Follow-up Comment #3:
I haven't checked at the test files yet, but I'm wondering if this "stream"
option is nothing but the presence of a SOUNDSTREAMHEAD tag in the SWF. It'd
be interesting to know, as we've seen many SWF files with this otherwise
useless SOUNDSTREAMHEAD tag followed by no SOUNDSTREAMBLOCK, that is an
_empty_ sound stream.
If presence of such tag should trigger framedropping it'd explain.
Unfortunately I don't have time to take a closer look at the moment, so unless
someone is willing to sponsor my time it'll have to wait.
