Initially, emailing a diff file (bzr diff), or using the patch manager on savannah: https://savannah.gnu.org/patch/?group=gnash works. After a few patches we let new developers get write access to the repository. With bzr (like git), it's also possible to sync branches remotely if one of the machines has a public IP number. You'll want to sign up for the gnash-commit email list, as that's where most of the code review discussions happen. There is also a #gnash irc channel on freenode.
