We're using the gnatsweb (Version 1.135)interface to gnats. 
There are 2 databases defined. When you log in to a 
specific database and leave all the query form fields at 
their default values, you get every CR in both databases. 
You should only see reports for the CR you are logged into.

This is serious because users frequently want to see all the
open CRs for one or the other database; seeing both confuses
them.
