i am not sure, but it seems to me that this project maybe of interest in

this tool (the code is GPLv2, some libraries are LGPLv2.1) analyzes all of

the source code (also inside RPM and DEB packages!) for a given project and

intelligently report all of the licenses being used, based on the license

declarations and tell-tale phrases that identify software licensing
