It is not enabled because its support is experimental and crashes on audio or video, otherwise said it is not working for the moment. When it becomes usable, it will be enabled, do not worry.
If your webcam does not work with ptlib, please create a bug report on http://bugzilla.gnome.org/browse.cgi?product=ekiga
