sounds like its not the server networks fault then.

email working isn't relevant - it would use a different proxy.

include these files:

/etc/apt/preferences
/etc/apt/apt.conf
/etc/apt/sources.list
/etc/apt/sources.list.d (everything in here)
/etc/apt/apt.conf.d/ (everything in here)
