        This is probably the cause of my confusion.

#2 - Give options to 'tla move' and 'tla delete' to move or delete the
files themselves (in addition to the id).  I suspect this should be the
default, in fact (but I'm open to hearing why it hasn't been from day
1).

I agree that this should be the default and there should be an option to not do that. I use perforce at work and its delete does this. I'd expect most of the time, you're deleting because you don't want the file anymore.

It'd be nice for move to do the same thing (move the tag and the file). The nice thing is that if we're doing renames on move, we can just special-case directory moves in the application instead of the work flow.
