A few issues:
* The sqlite dependency doesn't appear to be documented.
* It is not clear how to get started. The README file really should
list the required commands.
If I try to run "cscvs cache -b" in a fresh tree, I just get the
following eror:
_sqlite.DatabaseError: no such table: changeset
