Could you enlarge on this? I cannot see any use of arch_.*_config in
libarch other than the front end catcfg, buildcfg and the implmentation
of configs. So from what I can see arch has this wonderful spick n span
way, but doesn't use it.

Extracting it from tla's core would not make it unavailable to arch
internals (although it's not used by arch at the moment). There's no
reason it couldn't be pulled into the same build tree as arch by a
config.
