My Libretto (subnotebook form factor) is configured with two controls,
two shifts, a meta, an alt, a hyper, and a super. The configuration
might not be the most common but it's feasible on most modern devices
already.
[On top of that, it has a compose and the extra keys used for japanese
input (since it's a jp106 layout), but those aren't modifiers].
