Are you talking about the same thing?  When I read A.J. Rossini's message I
assumed he was referring to setting up a subversion _server_, which AFAIK, is
a bit of a chore.  The subversion _client_, by contrast, seems to be pretty
easy to use out of the box, it feels pretty much like CVS.
