is it possible to specify a rule that "binary executable" is a "precious file", so tla would not complain about the results of the build process as "unrecognized files"?

I often have executables in my source tree, and binaries in my source tree. Having something that's both binary and executable seems less likely, but I typically know what my results are called and can specifically categories them in inventory files. That's probably the easiest thing to do.
