I do not know the problems of permissions handling in archives with tla,
but just in case you do not get a more useful answer...
Maybe that's a problem in tla and/or hackerlab, if you feel like
debugging it you can start with a systrace to see if you can catch it
red-handed.
In any case, you could just work around the problem by fixing the
permissions in the commit hook.
