[Gnu-arch-users] [BUG] FEATURE PLANS: restricted trees

If a tree contains a file called 

        ./{arch}/++SELECTION

then only selective commits are permitted in that tree and, then, 
only if what they select is a subset of what is selected by the
rules in ++SELECTION.

The reason for this feature will become clearer in a later
feature-plan post.
