OK, then, the error is legitimate. There's no real bug, but the error
messages can be improved.

If I understand correctly, there should never be any .id file in the
{arch} directory.

The error message when tla finds a .id file in {arch} could be
something like

"Explicit id not allowed in the {arch} directory"

There's one more thing: Ideally, "tla add {arch}/=partner-versions"
should also return an error.
