Is that on cygwin?

Yes, but I also saw it on Mac OSX (10.3). And I'm pretty sure I've seen it on linux as well. You need a really big project, though. I'm guessing it's some sort of threshold for how many spawns it has to do. Maybe when it wraps the 16-bit number or something. Actually, I got my package wrong. It is in jblack's tlacontrib called "update-config" (created by Dustin Sallings).
