There are two kinds of locks involved. Arch does revision locking using directory renames. There's apparently also some locking that Apache does, and that's not working:
[Fri Mar 4 14:26:54 2005] [error] [client 192.168.100.68] Could not open the lock database. [500, #400]
That means that MOVE doesn't work. When MOVE doesn't work, Arch locking doesn't work. So it appears to be a WebDAV configuration problem. I haven't used WebDAV, so I don't have any specific advice, but that's where to look for a solution.
