One thing just occurred to me: Classpath does not (yet) have a robust
implementation of the access control mechanism, making secure setups
difficult on free platforms.
So; why not keep these constants for now -- especially since the parts
covered only include prime testing and DES weak keys? Though I do still
think that these things should be property based once (if) more choices
are added.
