I just checked in makefiles in jce/ and security/, which makes the
CLASSPATH variable static for the makefile (that is, if you want to
change CLASSPATH, you have to reconfigure). Also, configure assumes a
CLASSPATH of '.' if the environment variable is unset.
Thus we have the situation that CLASSPATH, w/r/t configure, just sets
the class path to be used for compiling classes. It won't affect
`check' (which JAVAFLAGS takes care of better), and doesn't
necessarily affect your execution environment.
