No. GNU Crypto is a Java GNU package.
There are, however, numerous free C/C++ crypto libraries out there:
* libgcrypt, the library that underlies GnuPG:
http://directory.fsf.org/security/libgcrypt.html
* nettle, which underlies GNU LSH:
http://www.lysator.liu.se/~nisse/nettle/
* Crypto++: http://www.eskimo.com/~weidai/cryptlib.html
* cryptlib: http://www.cs.auckland.ac.nz/~pgut001/cryptlib/
