One FSB mgr (or exec?) once told me (of management):


        It's like hurding cats.


and I had the impression that this was a common saying, in some
circles.

Of course, cats aren't hurd animals and people aren't cats, which
shows you about how wise and humane that culture must be.  Two
strikes.
