That article indicates that dynamic linking did indeed exist at the
time, but provides no insight if/how it was taken into accout in the
creation of the GPL.

It isn't the FSF's business model to sue, so why should they without
need?  They do fine achieving their goals without suing.

Just because you say so?  I think they need a more compelling reason
than to satisfy you.
