No.  He is saying no such thing.

The GPL is very clear.  Furthermore, Richard's interpretations are just his
opinion.  The GPL is a model license, not a law and the FSF is a private
organization with no legal authority.

As to Terkhov, ignore him.  He's just an inept troll.
