   For those who don't remembered the incident, Apple developed its
   Safari based on KHTML's work, but Apple only distributed changes in
   large patches with little documentation, and refused to allow KHTML
   developer to look at the change logs maintained by Apple. How does
   GPL3 licence prevent such kind of abuse, or do we have to wait for
   GPL4?

Well, first of, this isn't an abuse.  It would be quite obnoxious to
be required to provide detailed history of changes, or documentation
for things you hack on, most probobly, the original work also lacks
documentation.  And it would be impossible to define such a
requirement, in what language should it be written?  Maybe the
developers are not versed in the English tounge, and only know
Mandarin.  So you might even have documentation, but you cannot read
it, and hiring a translator is just as hard as hiring a programer to
make sense of the patches, so there is no gain in having such a
obnoxious requirement.
