Can you conceive of any instance of that? Now just writing a program is not the question, rather it is writing a program that you wish to distribute to others for a profit. What would anyone ever steal that could meet those requirements?

the code involved, those who copy and distribute GPLed
code must honor the license.

Perhaps, but there is never likely to be any need for that.
