As a linguistic point, the verb "to allow" takes a direct object - a
bare infinitive here is wrong.

Any of the following is correct, with the direct object in upper case in
each case:

"... that would allow YOU to make such a claim."
"... that would allow SUCH A CLAIM to be made."
"... that would allow THE MAKING of such a claim."  (clumsy, unusual).
