Of course there is.
    To “modify” a work means to copy from or adapt all or part of
    the work in a fashion requiring copyright permission, other than
    the making of an exact copy. The resulting work is called a
    “modified version” of the earlier work or a work “based on” the
    earlier work.

When you build a statically linked executable, you copy the components
into a collective work you are creating. This requires copyright permission.

You can quote this until the cows come home, but your are deliberately
misrepresenting what the FSF lawyers, so any conclusions you derive
from this misrepresentation are false.

The "larger program" is the collective work resulting from the
copying of the components into the statically linked program.
