It is reasonable to keep such comments accessible to the user who posted
them: he might not have another copy, and he might be able to make
another attempt of posting something correcting the offending part.
The original posting however should be marked as rejected, preferably
with a moderator's comment.
I'd attribute this more to stupidity than to malice: it is likely that
the moderator display itself shows the post as hidden and that Pamela
Jones has little clue about what will be actually seen by the poster
himself.
And with the amount of time she has for complaints, she likely decided
that further research would could more than 10 seconds. And so simply
evaded the issue.
No idea what the current situation would be.
