Indeed one of the aspects of this campaign http://libreplanet.org/wiki/Group:New_GNU was to spread the idea of GNU as an operating system again.

Indeed, saying just "GNU" does not place undue emphasis on Linux;
personally I try to do that when appropriate.  If you can spend some
more words you can also say explicitly "GNU with any kernel" or
"GNU/Linux and GNU/Hurd".
