Just so that you know, I, as a Debian developer, never run
"make -f debian/rules". I use debuild. :-) Check the updated
Debian information in INSTALL.txt.

Yes, I run into this problem from time to time. Fortunately, not with
1.3.128. Han-wen and Jan, as you can see here, for some reasons, make's
internal .texi -> .info rule was not overriden. It really puzzles me too:
sometimes this internal (or implicit?) rule was overriden, as you have
intended in your Makefiles, but sometimes it doesn't quite work. I don't
know what's going on. :-)
