MiKTeX can generate this font file on-the-fly but so far
Lilypond doesn't know how to ask MiKTeX of that favour.
However, I might have found a solution. I don't have
access to a Windows machine with MiKTeX installed here,
so it's untested.

Save the attached file in the directory

In a Lilypond/Cygwin shell, run the command:
chmod a+x /usr/lilypond-*/wrappers/mktextfm

Please check the directory paths in this file,
it may differ depending on what Lilypond version
you are using.

Please contact me after you tried, I'm really curious
about if it will work.
