Details:

Given an image's WCS information, it is not hard to find the transformation
that will align the image's pixel and celestial coordinates: declination along
the vertical axis and right ascention along the inverse of the horizontal.

This alignment is commonly used in many surveys and is very convenient. Also,
atleast until task #14169 is completed, ImageCrop only does WCS operations on
this alignment. So I think it is justified to add an `--align' option to
ImageWarp which will align the image to this orientation.
