Paride
Both terminals are utf8. I'm going for the COBOL source specifying a
different encoding. Is that possible in OC?

Check that. Input in Gnome is UTF8, input at the console is not.

And just throwing in new wrenches, make sure the default font in use has the line drawing symbols.
