Perhaps this is less than clear. You can view the html doc
immediately at the page I cited. In a few hours (up to a day)
it will be available at:

http://www.gnu.org/software/gnugo/devel.html

You can make your own html, postscript or texinfo documentation 
by following the instructions at:
