[gnugo-devel] tuning

This patch is devoted to the "new gnugo customer" (see RGG thread). He was
able to beat GNU Go as White against 9 stones by exploiting some reproducable
mistakes.

This patch adds a couple of answers to the large keima approach to hoshi
in handicap games (to increase variability), and fixes an owl mistake,
thus avoiding a hopeless attack.
