As long as we are talking minor differencies I see no particular
reason to worry about the performance on other platforms than
reasonably current Intel and AMD processors.

A more interesting question is how this change interacts with also
reducing MAX_LIBERTIES.

I suppose the changes are very light, so it should be interesting.
