I am not quite sure but I will assume by 1) and 2) you meant
to enumerate two thoughts on the one problem I see below ?

If so: yes, it would make sense to report it but be prepared
to be asked very detailed questions as to your configuration :-)

OTOH, it is indeed unlikely to matter for connecting to the public DB.
