It'll build itself up automatically with increasing numbers of
patients entered manually. We can build automated ways of
sharing that constraint knowledge anonymously among GnuMed
users.

Well, GnuMed needn't understand the content of the constraint.
But it may very well make use of statistical associations, no ?

If Victoria zip codes are associated with NSW phone prefixes
or the population of storks in New Zealand, so be it. Just mine
the statistics in the real-life data.
