Can a sOap row containing anisocoria or ptosis also "be" a diagnosis?

Or in order to qualify (be counted) as a diagnosis, must the condition first be carried into a soAp or AOE row, and coded there?

And how is "is_aoe" meant to function? It was earlier suggested that not all components of SOAP need to be filled in at every encounter. An encounter may therefore contain no AOE until the user creates one. So maybe until there is an AOE the soAp is assumed to be is_aoe and the field is redundant -- unless we wish to support a case of an AOE having been created, but allowed to be "blank", in which case it could be "obsoleted" at any time by editing the soAp to be is_aoe?
