What actually happens when one generates a keygen?

Can one take a key generated on one machine and copy it to same named files in the .ssh directory on another machine and then access the cvs?

Yes, I've generated key pairs on a linux machine and then copied the private key onto a Windows machine, and the public key on to a server. Generating keys in Windows is such a screwed up affair, that this is the easiest way to do it.
