Nearly all the claiming-to-be-EMR OSS packages are NOTHING
BUT such. They are billing frontends with some clinical
stuff bolted on. Encounter support in, say, OpenEMR is
unlikely to be at all driven by clinical desire but rather
by the need to document level-of-care-per-encounter for
billing reasons.
