I am not sure I properly reproduce what you are doing:

Going to

        GNUmed
                Master Data
                        Manage Lists
                                Branded drugs (as marketed)

brings up a list of brands known to GNUmed. Selecting a
brand brings up an edit area for it.

- note that you cannot edit brands which are currently in use by patients
- note that you cannot edit vaccines (from here) as they need another editor

Within that edit area, below the components of the brand, I
can hit [Manage]. which brings up a dialog with all known
substances in the left list and those substances being
components of the to-be-managed brand in the right list. Now
move entries back and force as you wish.

The same applies when hitting [+] behind the "Component"
field in the substance intake EA.

Works just fine for me:

        GNUmed
                Master Data
                        Manage Lists
                                Consumable Substances

(same from elsewhere whenever that list pops up, say from
the substance intake EA).
