Yes, although it is entirely up to the data pack which
staging tables to use.
Data packs are free to create staging tables as they see fit.
Once a pattern emerges (like, drug data packs always create
staging.substance, staging.brand and always move that into
ref.branded_substance, etc) that pattern can be built into
GNUmed itself.
