I misunderstood that once ICD10 was available from one country, there would be
little point to acquire it from a second source. However I now see that some
countries have made their own modifications of ICD10.

While waiting for an answer from Canada as to whatever format it provides
ICD-10-CA via
        https://secure.cihi.ca/estore/productSeries.htm?locale=en&pc=PCC176

following is United States info which they will provide in PDF and XML (sample
below)

The United States developed a clinical modification(-CM) of the classification
for morbidity purposes. The Centers for Disease Control (CDC) posts
pre-production releases of ICD-10-CM (PDF, XML) for public viewing, cautioning
that the codes contained are currently invalid for any purpose or use, having
an effective implementation date of October 1, 2013 in advance of which updates
are anticipated.

A sample of its XML is as follows (snipped at … )

<?xml version="1.0" encoding="utf-8"?> <ICD10CM.index> <version>2011</version>
<title>ICD-10-CM INDEX TO DISEASES and INJURIES</title> <letter>
<title>A</title> <mainTerm> <title>Aarskog's syndrome</title>
<code>Q87.1</code> </mainTerm> … <mainTerm> <title>Azygos</title> <term

</term> <term level="1"> <title>lobe </title> <nemod>(lung)</nemod>
<code>Q33.1</code> </term> </mainTerm> </letter> <letter> <title>Z</title>

<code>B08.5</code> … <mainTerm> <title>Zymotic</title> <see>condition</see>

(ICD-10-CA).

A possibly interesting "strategic" paper on ICD10 adoption:
