I gather the table

        clin.lnk_code2item_root

may have nothing to do with why my ICD9 rows do not show up in the coding 
phrasewheel, but I notice it has no rows and I was unsure whether

- as a parent table, does it ever or never acquire rows of its own?

- what it does? I looked at
