Fred,

Since the code is copyrighted by the FSF, I don't believe that we need to 
contact any of the original contributors to make the change.  The licensing is 
entirely at the discretion of the FSF.

I support this change as well. We already have the choice for the user
of the library in there:

   This library is free software; you can redistribute it and/or
   modify it under the terms of the GNU Library General Public
   License as published by the Free Software Foundation; either
   version 2 of the License, or (at your option) any later version.

What I am not sure about is, whether we are able to change the license
for old code, where the contributor is no longer in contact with us.
Does anybody know about this case?
