Not sure wether I understand you correctly. Are you saying that with the same 
MinGW installation, but the old version of GNUstep base the conversion to and 
from the Windows CP worked?
Could you please confirm this by down loading the old GNUstep base code and 
doing a configure for it? I am interested in the results for iconv. How and why 
would they be any different? If iconv didn't work before, just as it isn't now, 
how could the conversion work?
Did you ever convert any charcters that are outside the normal 7 bit ASCII 
range?
